Peach Bottom Atomic Power Station, Unit 1 Implementation of the Training Rule (10 CFR 50.120) i

Dear Sir:

In your letter dated June 25, 1993, you requested that. licensees provide certain plant specific information to support exemptions'to the training rule (58 FR 21904) for decommissioning facilities. This letter was supplemented by a conference call held on July 7,1993 in which U. S. Nuclear Regulatory Commission (USNRC) staff provided additional guidance for the information to be supplied to the USNRC which would result in the staff issuing, on its own motion, any appropriate exemptions from the training rule.

Philadelphia Electric Company (PECo) requests exemption from all the requirements of 10 CFR 50.120 for Peach Bottom Atomic Power Station (PBAPS),

Unit 1 and is supplying the following information to the str.ff which will support the issu wce of this exemption.

PECo is Licensee under Provisional Operating License DPR-12 for PBAPS, Unit 1, a decommissioned high temperature gas-cooled reactor located adjacent to the currently operating Peach Bottom Atomic Power Station, Units 2 and 3.

Philadelphia Electric Company is authorized by LPR-12 to possess, but not operate, PBAPS, Unit 1.

The PBAPS, Unit I decommissioning was completed on February 17, 1978 as described in its decommissioning plan and safety analysis report dated August i

29, 1974, as amended May 15, 1975. The amended license was is oed on July 14, 1975. All active fuel has been removed from the PBAPS, Unit I facility.

In its decommissioned state, PBAPS Unit 1 poses no threat to the public health and safety.

' Personnel performing nuclear related work activities at the PBAPS, Unit 4

I facility are trained through appropriate PBAPS, Units 2 and 3 training programs. The PBAPS, Units 2 and 3 training programs are INP0 accredited for the nine categories of nuclear power plant personnel addressed in the training rule, and are based on a systems approach to training.

Personnel performing' nuclear related work activities for PBAPS, Unit I typically perform the same activities for PBAPS, Units 2 and 3.

Additionally, the extent of the PBAPS Unit 1 Technical Specifications' requirements for trained personnel involve a monthly inspection for water intrusion ar1 a semi-annual inspection for radiological conditions and security.

5 The training obtained through the training programs for PBAPS, Units 2 and 3, which are actively operating Boiling Water Reactors, will ensure the i

safe maintenance of the decommissioned PBAPS, Unit I reactor. Use of tho existing PBAPS, Units 2 and 3 training programs will ensure that PBAPS, Unit I i

continues to pose no threat to the public health and safety.

Therefore, application of the new training rule to the PBAPS, Unit 1 facility would not serve the underlying purpose of the regulation.
