ATTN: Mr. L. O. DelGeorge

Vice President, Nuclear Oversight

and Regulatory Services

Executive Towers West III

1400 Opus Place, Suite 300

Downers Grove, IL 60515

Dear Mr. DelGeorge:

This refers to the routine safety inspection conducted by J. D. Smith,

V. P. Lougheed, M. J. Miller, J. G. Guzman, and M. A. Shuaibi of this office

from June 10 through July 20, 1993.

The inspection included a review of

activities authorized for your Zion Nuclear Generating Station. At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed report.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedure and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities were identified as being in

violation of NRC requirements. As described in the enclosed inspection

report, you identified the violation, and to encourage and support licensee

initiatives for self-identification and correction of violations, the

violation is not being cited because the criteria specified in Section VII.B.2

of the " General Statement of Policy and Procedure for NRC Enforcement Actions"

(Enforcement Policy, 10 CFR Part 2, Appendix C), were satisfied.

The

inspection showed that actions had been taken to correct the identified

violation and to prevent recurrence.

Our understanding of your corrective

actions is described in paragraph 2.

We will gladly discuss any questions you have concerning this inspection.

Sincerely,

Or161nal Sicned by brtin J. Farber
