Dear Sirs:

Trojan Nuclear Plant Response to Generic Letter 93-04 Rod Control System Failure and Withdrawal of Rod Control cluster Assemblies Generic Letter 93-04 required licensees to provide an assessment of whether or not the licensing basis for the facility remains satisfied with regard to the requirements for system response to a single failure in the rod control system in light of information generated as a result of the Salem event.

This letter provides Portland General Electric Company's response to Generic Letter 93-04 with respect to the Trojan Nuclear Plant.

On January 4, 1993, the Board of DLrectors for Fortland General Electric Company (PGE) decided to permanently cease operation of the Trojan Nuclear Plant.

In support of this decision, the reactor was defueled and the irradiated fuel assemblies were placed in the spent fuel pool. On March 24, 1993, the Nuclear Regulatory Commission issued an order prohibiting movement of fuel into the Trojan Containment Building.

This order was followed on May 5, 1993, by the issuance of an amendment to the Trojan Operating _ License which allows possession of, but not the use of, reactor fuel at Trojan.

Since the current licensing basis for Trojan prohibits movement of. fuel into the Containment Building, the use of the Control Rod Drive System within a functional reactor core at Trojan is effectively prohibited.

Therefore, a.

single failure of the Rod Control System would have no effect upon fuel design limits. Additionally, the Rod Control System has been deenergized as part of the permanent shutdown process and is no longer operable.
