THREE MILE ISLAND UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION REGARDING GENERIC LETTER 92-01, REVISION 1 (TAC NO. M83741)
On July 2,1992, GPU Nuclear Corporation (GPUN) submitted its response to Generic Letter (GL) No. 92-01, Supplement 1.
The purpose of the generic letter is to obtain information needed to confirm compliance with the requirements set forth in Appendices G and H to 10 CFR Part 50~regarding reactor vessel structural integrity. To continue its assessment, the NRC staff needs the following additional information.
GL 92-01 Ouestion 2a:
The response to GL 92-01 indicates that the initial upper-shelf energy (USE) for all beltline welds are not known. An owners group report on USE equivalent margin analysis regarding beltline welds with low USE values for Levels A & B is under preparation by Babcock-Wilcox Owners Group (B&WOG); a similar B&WOG report for Levels C & D is under NRC review now.
The licensee must confirm that these two topical reports will be used as its licensing bases to demonstrate that all beltline welds will meet the USE requirements of Appendix G, 10 CFR 50.
The response indicates that the limiting initial USE is 91 ft-lb, a generic value for SA 5338 plates (BAW-10046, Rev 3).
Either provide the Charpy USE for each beltline plate or provide the Charpy USE and analysis from plates that were fabricated using the same ver. dor, fabrication time frame, fabrication process, and material specification to demonstrate that all beltline welds will meet the USE requirements of Appendix G, 10 CFR 50.
If this cannot be provided, then submit an analysis which demonstrates that lower values of USE will provide margins of safety against fracture equivalent to those required by Appendix G of the ASME Code.
GL 92-01 Ouestion 2b:
The response indicates that a generic initial RT, of -5 *F, which is the mean RT, value for 34 Linde 80 welds (BAW-1803, Revision 1), has been used for all welds except the Weld WF-70.
Provide justifications for not using the generic mean value of 0 ?F suggested by 10 CFR 50.61.
