Completion of Massachusetts' Executive Office of Public Safety Administrative Review of the Transfer of Emergency Planning Responsibilities to Massachusetts Gentlemen:
On January 27,1993, the North Atlantic Energy Service Corporation (North Atlantic),
informed the NRC that the responsibility for radiological eme'cgency preparedness for the portion of the Seabrook Station emergency planning zone in Massachusetts had been transferred to the Commonwealth of Massachusetts (Reference (b)]. As that letter further indicated, the North Atlantic Offsite Response Organization (ORO) has remained available to supplement the Commonwealth's response pending the completion of final administrative reviews by the Massachusetts Executive Office of Public Safety.
North Atlantic has received notification from the Mossachusetts Executive Office of Public Safety that the administrative review is complete and that allitems that required that the ORO be in place have been closed [ Attachment 11. As a result, North Atlantic has disbanded the ORO. It should be noted that certain information regarding the compensation arrangements between North Atlantic and the Commonwealth of Massachusetts have been redacted from the copy of the letter. The Executive Office of Public Safety has completed its administrative review of the turnover of radiological emergency response responsibility from North Atlantic to the Commonwealth.
