Dear Mr. DeLaBarre:
Enclosed is a letter dated July 16, 1993 from Transnuclear, Inc. which requests an amendment to export license application XSNM02748 to change the following information:
- 1) Block 3.a. (Applicant's hame) to read "Transnuclear, Inc., on behalf of COGEMA, Inc".
- 2) Block 11 (Ultimate End Use) la delete the current text and substitute the following: "The fuel and nuclear material will be exported to France, where it will be defabricated at COGEMA's facility at Pierrelatte, France.
It is planned that U.S. Department of Energy (DOE) and French military equipment will be used to transport the material to France in a manner that has previously been utilized numerous times. In accordance with IAEA and French standards, the recovered uranium will be blended down at Pierrelatte to less than 20 percent U-235 (low-enriched uranium) for ultimate use as fuel for research and test reactors."
- 3) Block 17 (Description) to delete current text and substitute the following:
"Unirradiated fuel fabricated for the Fort St. Vrain high temperature gas reactor and scrap and excess material resulting from production of such fuel that is currently owned by Nuclear Fuel Services (NFS) and stored at the Erwin, Tennessee facility of NFS."
- 4) Block 25 (Additional Information) to delate current text.
Please consider this amendment request in conjunction with the original application which was forwarded to you on May 13, 1993.

Dear Mr. Hauber:
By this letter Transnuclear, Inc. amends its application', filed on May 5, 1993, for an export license authorizing the shipment to France of " uranium in the forr. of mixed uranium and thorium carbide as fabricated fuel" for processing.
The primary purpose of this amendment is to revise the ultimate end use to' reflect a change in the commercial arrangements regarding the subject material and a decision to defabricate and blend down the material for use as low-enriched research and test reactor fuel.
We understand that the U.S. government favors such an approach.
The amendment makes the following revisions to the NRC Form 7 that was filed by Transnuclear on May 5, 1993:
1.
Block 3.a.
is amended to read:
"Transnuclear, Inc., on behalf of COGEMA, Inc.".
COGEMA, Inc. is the purchaser of the nuclear material that is the subject of this export.
COGEMA, Inc.'s parent company, Compagnie Generale des Matieres Nucleaires (COGEMA), will carry out the defabrication and blending operations pursuant to the amended end use specified below.
7.
Block 11 (ULTIMATE END USE) is amended by deleting the text filed on May 5, 1993 by Transnuclear, Inc. and substituting the following: "The fuel and nuclear material will be exported to France, where it will be defabricated at.
