SUMMARY
OF JUNE 16, 1993, MEETING WITH NUMARC TO DISCUSS ENVIRONMENTAL QUALIFICATION (EQ) FOR OPERATING REACTORS A meeting was held between Plant Systems Branch, Probabilistic Safety Assessment Branch, the Office of Research, and the Nuclear Management and Resources Council (NUMARC) on June 16, 1993, to discuss the staff's concerns with EQ and the proposed action plan to resolve the concerns. is a list of the attendees.
The meeting agenda is provided in Enclosure 2.
Plant Systems Branch gave an overview of the staff's draft action plan.
The plan is based on concerns raised during the License Renewal review of EQ, the Fire Protection Reassessment, and staff concerns about the actual condition of qualified equipment as it ages in service.
The draft action plan will include a programmatic review, data collection and analysis, a risk assessment, and research tests.
Although NUMARC, through the Nuclear Utility Group on Equipment Qualification, has conducted a limited survey of industry relative to bonded-jacket cables, NUMARC offered no information during the meeting about Information Notice (IN) 92-81, " Potential Deficiency of Electrical Cables with Bonded Hypalon Jackets." The final report on the cable damage tests referenced in the IN and conducted by Sandia National Laboratories is scheduled to be issued in July.
The staff pointed out that the relevant information from the damaged cable test program was already available in a paper presented at the Electric Power Research Institute's Condition Monitoring Conference in February, 1993.
NUMARC stated that they would make no commitments until Sandia's final report is issued and NUMARC can formally address the issue.
NUMARC also stated that they were recommending that utilities take no action on IN 93-33, " Potential Deficiency of Certain Class lE Instrumentation and Control Cables," because it is an information notice, not requiring any action. NUMARC was cautioned that individual licensees must continue to meet I
their licensing basis and that information notices need to be reviewed for li applicability to their individual plants.

u Ashok Thadani June 29, 1993 During the meeting, NUMARC expressed interest in participating in the resolution of EQ concerns and stated that once the action plan was approved and available to the public, they would like to meet with the staff again.
The staff will schedule another meeting with NUMARC at that time.
