This refers to the special Electrical Distribution System Functional
Inspection (EDSFI) conducted by a team of Region II and contract personnel and
!
led by E. Girard of this office during May 10 through June 11, 1993. The
inspection included a review of activities authorized for your Vogtle
facility. The exit meeting was held June 11, 1993, during which the findings
-
of this inspection were discussed with the members of your staff identified in
>
the enclosed report.
The inspection team assessed the capacity of the Electrical Distribution
System to perform its intended functions and the adequacy of the engineering
j
and technical support provided to maintain the operability of the system. The
i
inspection consisted of a selective review of design calculations, relevant
procedures, representative records, and installed equipment; and interview:
'
with engineering and technical support staff.
It was concluded that the Electrical Distribution System capacity and the
,
engineering and technical support provided were adequate. However, violations
'
of requirements and other findings were identified which require further
evaluation. These are listed and briefly described in the executive summary
to the enclosed report, with additional details provided in the text. The
team identified incorrect or inadequately justified design assumptions and the
need to further assure that there are not serious weaknesses in Class IE
,
4160/480 V transformers. The incorrect or inadequately justified' assumptions
i
have limited affects on capabilities of current equipment but may become more
important with future changes. The question of possible weaknesses in your
Class IE transformers is of concern because of the large number of failures
!
you have experienced in similar non-Class 1E transformers. We urge you to
carefully review the inspection findings and implement corrective actions
where appropriate.

In your
response, you should document the specific actions taken and any additional

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

followup items 424, 425/93-11-03, -04, -06, and -07.
