Dear Dr. Aiurley:

In the above referenced letter, Commonwealth Edison was requested to evaluate needed training for Dresden Unit 1 for each of the nine categories listed. Dresden Unit 1 is currently the holder of a Possession Only License, in the process of seeking approval for its i

Decommissioning Plan, and therefore one of the group of plants to whom the referenced letter applies.

The new Training Rule requires that each facility have an INPO accredited, systems approach to training (SAT) based program for each the following nine categories of training:

Non-licensed Operator Shift Supervisor Shift Technical Advisor (STA)

Instrument and Control Technician Electrical Alaintenance Personnel Afechanical Alaintenance Personnel Radiological Protection Technician Chemistry Support Personnel Engineering Support Personnel On February 25,1993 the National Nuclear Accrediting Board renewed accreditation for the operator programs at Dresden Station. The remaining programs are scheduled for accreditation renewal on July 29,1993. Dresden's training programs are therefore in i

compliance with the Training Rule.

Dr.- M urley July 28,1993 All the training progre.ms were developed through a comprehensive SAT process. Dresden 1 evolutions are carried out in coordination with tasks on Dresden 2 and 3, which are operating units. The personnel that perform tasks on any of +he 3 units are trained under the same accredited training programs. All tasks and equipment unique to Unit I were reviewed during the training prc ; ram development process. Appropriate training materials were developed and training was conducted. Therefore, all Dresden 1 training is carried out under an INPO accredited program.

In the teleconference conducted on July 6 with NRR (reference 2), the staff mentioned that they would expect an exemption request for the STA program to be almost routine, given the decommissioned status of the plants. CECO submits that an exemption is unnecessary for I8 the Dresden site given that the Uriit 1 control room is phys.cally joined to the Unit 2/3 control room, with a single STA serving all three units. Therefore Dresden does not require an exemption for the STA position, or for any of the nine categories listed in your June 25 letter (reference 1).
