Dear Mr. Opeka:
SUBJECT:
MILLSTONE NUCLEAR POWER STATION, UNIT 1 - RESPONSE TO NRC BULLETIN 93-02, " DEBRIS PLUGGING OF EMERSENCY CORE COOLING SUCTION STRAINERS" l
(TAC NO. M86582) l This letter acknowledges receipt of your response dated June 10, 1993, to NRC Bulletin 93-02 (Bulletin). The Bulletin was issued May 11,1993, to all nuclear power reactor licensees.
It requested licensees to identify fibrous material in the primary containment, take any necessary compensatory measures, and remove any such material.
Your response stated that fibrous filter material, such as described in the Bulletin, was identified as being used at Millstone Unit 1 during refueling outages.
Specifically, that glass fiber filters are installed on the eight drywell air handling units during refueling outages to prevent construction debris from fouling the air handler cooling coils.
Your response also stated that the glas fiber filter installation and removal is controlled via work order process and that there is an operations department procedure to verify that the filters have been removed prior to closing out the drywell. As such, your response stated that it is the position of the Northeast Nuclear Energy Company that the existing administrative controls are adequate to ensure that temporary fibrous materials, which could clog the emergency core cooling system suction strainers, do not remain in the containment structure.
Based on the information you provided, the NRC staff considers your actions to be complete.
Please retain any records of your actions in response to this Bulletin, as j
sub;equent inspection activities may be conducted in regards to this issue.
Should you have any questions, please contact me at (301) 504-1437 or the lead Project Manager for this issue, John B. Hickman, at (301) 504-3017.
