STAFF APPROVAL OF TESTING PROGRAMS IN SUPPORT OF THE AP600 APPLICA-TION FOR FINAL DESIGN APPROVAL AND DESIGN CERTIFICATION This letter responds to Westinghouse Electric Corporation's request for formal staff approval of the proposed testing plans in support of the AP600 design certification application.

On March 11, 1992, the staff briefed the Commission on the AP600 testing program.

During that briefing, the staff indicated that it was in basic agreement with Westinghouse on how to proceed with AP600 testing. The staff stated that it had concluded, in principle, that the facilities and schedules proposed by Westinghouse were adequate to meet the staff's needs for the verification of the analytical codes which would be used to support its decisions related to final design approval of the AP600. The staff further stated that it needed to work closely with Westinghouse on the test program matrices to ensure that the range of tests to be performed will satisfy its needs for verification of the codes.

Many details of the program had yet to be finalized.

The staff and Westinghouse have had numerous interactions related to the details of the proposed testing program, and Westinghouse has been receptive to many of the staff's comments and recommendations.

For example, several changes have been made to Westinghouse test facilities, proposed.instrumenta-tion, and test matrices to accommodate staff comments and concerns.

However, the complete extent of these changes has not been documented.

The staff does not have final (as constructed) design descriptions for several test facili-ties and has only recently received copies of the final test matrices.

In order to support your request for a formal letter of acceptance of the AP600 testing programs, the staff concludes that several important details i

related to the test program remain to be addressed. The staff is reviewing the status of its comments, recommendations, and requests for additional information which have been forwarded to Westinghouse, as well as Westing-house's commitments related to the AP600 test program which were documented in public meeting summaries. To date, many of these comments, recommendations, and commitments have been addressed (or partially addressed) by Westinghouse, but several items remain open.
