July 15,1993 Docket No. 50-461
, Mr. Richard F. Phares Director - Licensing
.Clinton Power Station Post Office Box 678 Mail Code V920 Clinton, Illinois 61727
Dear Mr. Phares:
SUBJECT:
CLINTON POWER STATION - RESPONSE TO NRC BULLETIN 93-02, " DEBRIS PLUGGING OF EMERGENCY CORE COOLING SUCTION STRAINERS" i
(TAC NO. M86547) t i
This letter acknowledges receipt of your response dated June 9,1993 (U-602141), to NRC Bulletin 93-02 (Bulletin). The Bulletin was issued May 11, 1993, to all nuclear power reactor licensees.
It requested licensees l
to identify fibrous material in the primary containment, take any necessary compensatory measures, and remove any such material. Your response stated that fibrous filter material, such as described in the Bulletin, is being used as a rigid (board form) fiberglass insulation material in containment and drywell coolers. The material is used to protect the coolers from sweating i
and is installed as a liner on the inside of the equipment enclosures.
Your letter further states that the coolers are LOCA-qualified devices and their I
construction is such that the rigid fiberglass material is enclosed and encapsulated such that the material will remain in place and will not be transported into the suppression pool during a LOCA. Therefore, you have concluded that fibrous filter material as described in the Bulletin has not been identified for removal and compensatory actions are not required.
i Based on your submittal, we consider your actions to be complete.
Please retain any records of your actions in response to this Bulletin, as subsequent inspection activities may be conducted in regards to this issue.
Should you have any questions, please contact me at (301) 504-1324 or the lead Project Manager for this issue, John B. Hickman, at (301) 504-3017.
Sincerely, Or$ntiShned Br Douglas V. Pickett, Senior Project Manager
