Submittal of Amendment 31, Proprietary Information to GE's ABWR SSAR, MFN 123-93, dated July 28,1993 Enclosed tre thirty-four copies of the reformatted Standard Safety Analysis Report (SSAR) for the Advanced Boiling Water Reactor (ABWR). Each of these copies consist of twenty volumes housing the 8-1/2 x 11 inch pages and two volumes containing larger size drawings. All twenty chapters are included with the exception of Chapter 16, Technical Specifications, which will be submitted in accordance with the NRC/GEjoint schedule and finahzed upon completion of the GE/NRC Technical Specification development effort scheduled for November,1993.
The changes to the SSAR are primarily the result of the final phase of the SSAR verification activity. In addition, Items 26 and 28 of the June 10,1993 punch list items are included. The sweeping changes produced by reformatting made it impractical to utilize the normal change indicators. Therefore, GE has presented the first complete issuance of the reformatted SSnR as
" clean copy." Subsequent amendments will incorporate the appropriate change indicators.
Please note that all or parts of the following sections contain information that is designated as General Electric Company proprietary information: 1.2,13,3B3,3B.4,43,4A,4B,4C,63,7.2, 73,7.4,7.6,7.7,11.2,113,11.4,123, and 20A. This information is being submitted under separate cover. We would note that there has been a substantial reduction in proprietary information in the SSAR. Further, the process of reviewing residual proprietary information is still on-going.

y The orig' al schedule for issuing the final SSAR and Tier 1 material called for issuance of both on m
July 31,1993. However, at the June 10,1993 GE/NRC Management meeting it was mutually agreed that the Tier 1 information would be delayed until August 31,1993 to allow GE/NRC Tier 1 interactions to be completed. Because of the number of Tier 1 initiated SSAR changes to date and the number of changes anticipated based on the magnitude of NRC Tier 1 questions, it is not practical to conclude the verification of the SSAR until the Tier 1 activity is substantially concluded. Therefore, the final SSAR to be issued July 31,1993 will be followed by a subsequent Amendment 32 issued on August 31,1993 to cover the remainder of the June 10,1993 punch list items and Tier 1 driven changes. In light of this, GE will complete the verification by August 31, 1993 and submit at that time a letter of affirmation in compliance with 10CFR52.45(d) together with the final verification as part of Amendment 32. Of course, Tier 1 information will also be provided at that time.
