This report transmits the findings of the safety inspection conducted by the resident

inspectors at the Calvert Cliffs Nuclear Power Plant. At the conclusion of the inspection,

{

these findings were discussed with Mr. Cruse of your staff.

Areas examined during this inspection are described in the NRC Region I Inspection Report

which is enclosed with this letter and were selected in order to ensure that your facility is

operated with due regard for the public health and safety. Within these areas, the inspection

consisted of selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors. Overall, the NRC has concluded that your

facility was operated in a safe manner,

During the inspection period, operator performance deficiencies contributed to several plant

events. While these events had no nuclear safety consequences, the NRC was concerned

about operator performance during these events. An NRC Special Inspection has been

initiated to evaluate several of these events.

Inadequate procedural control of the position of the low pressure feedwater heater high level

dump valves during turbine startup contributed to one plant event. Although this deficiency

was a violation of NRC requirements, it will not be subject to enforcement action because

your efforts to identify and correct the violation met the criteria specified in Section VII.B of

the Enforcement Policy.
