Dear Mr. Steele:
On June 26, 1992, as a member of the QME Main Committee, I provided specific comments that addressed my objections to Draft 9 of Section QV of the ANSI /ASME QME-1 standard.
As I stated in my letter, the incorporation of those comments would have represented a significant improvement to the standard in terms of assuring safe and reliable operation of motor-operated valves. On November 2, 1992, the QME main committee majority determined that the standard should be released without incorporating my specific comments, but with a modification to the foreword discussing the uncertainties surrounding valve qualification.
I commend QME for forming a work group to pr"epare appendices or revisions tc the QV standard that reflects actual experience in the testing and operation of valves.
I believe that the members of the work group represent a high level of expertise in the field of valve performance.
The proper performance of valves is essential to the safe operation of nuclear power plants.
Therefore, I encourage each member of the work group to apply that expertise in developing a standard for the qualification of valves that ensures their capability to perform the design-basis function.
I wish you success in your effort to develop a widely accepted and justifiable standard on valve qualification.
