SUBJECT:

CHARACTERISTICS OF THE PROPOSED DESIGN BASIS VEHICLE On June 24, 1993, the Commission met to discuss SECY 93-166, " Staff Recommendation for Protection Against Malevolent Use of Vehicles at Nuclear Power Plants." Subsequent to that meeting, the Commission directed the staff to proceed with rulemaking to modify the design basis threat for radiological sabotage to include a land vehicle for the transport of personnel, hand-carried equipment and/or explosives. to SECY 93-166 describes the proposed characteristics of the design basis vehicle (DBV).

Because that enclosure was designated as Safeguards Information, it was not publicly released with SECY 93-166.

Although the proposed rule is not expected to be published for several months, the characteristics of the DBV are being provided to licensees in advance to facilitate more detailed comments on the proposed rule.

Please note that the DBV is Safeguards Information and should be handled accordingly.
