J.R.

Michael, Director of the Research Division at Louisiana Tech.

Dr. Michael provided LES with data on labor and labor economics issues, including employment multipliers, migration to Claiborne Parish, the use of BLS RIMS-II models and data, and total economic benefits from LES.

l The key issue in our discussion was LES' claim that 85% of the construction workers would come from the 24-Parish labor pool surrounding CEC.

According to Dr.

Michael, the correct interpretation was that 85% of the construction workers will ultimately live. in the 24-Parish area but that these workers do not necessarily live in the 24-Parish area now.

Dr. Michael could not quantify the number of workers who would be drawn from outside the area but agreed that it would be significant.

Dr. Michael agreed l

l that out-of-area workers would be drawn by the high wages at CEC and the depressed construction market in the multi-state region.

For operations jobs, Dr. Michael agreed that the very high skilled and specialized nuclear and chemical jobs would be filled by people from outside the area already having those skills rather than by trainees from the area.

For other jobs, Dr. Michael believed that the local labor pool was adequate to supply essentially all the staff required.

For *otal economic benefits, Dr. Michael described his use of labor department statistics and his methods.
