This letter refers to the announced inspection of your physical security program conducted by

Mr. R. J. Albert of this office on June 28 - July 2,1993, at Lusby, Maryland, of activities

authorized by NRC License Nos. DPR-53 and DPR-69 and to the discussions of our ":ndings

held with Mr. L. Gibbs and other members of your staff by Mr. Albert at the conclusion of the

inspection.

Areas examined during the inspection are important to public health and safety and are described

'

in the NRC Region I inspection report which is enclosed with this letter. The inspection

consisted of selective examinations of security procedures and representative records, interviews

with personne1 and observations by the inspector.

We found that your physical security program is effective and directed toward assuring public

,

health and safety.

Based on several program enhancements, management support for the

'

program was evident. No safety concerns or violations of regulatory requirements were

identified.
