I agree with the staff's proposal to obtain further input from licensees on regulatory impacts by implementing Option 2.
However, I am concerned that there is no specific plan to accomplish this, and I am unable to determine whether or to what extent the staff's proposal will go beyond normal agency practice in this regard.
Therefore, I believe the staff should undertake to advise the Commission specifically how it will " systematically integrate consideration of regulatory impact into the regulatory system,"
and how the normal avenues for considering regulatory impact will be enhanced.
I would also suggest that the staff, as part of its plan, take available steps to invite input from licensees, such as through the regular NMSS Newsletter or through a Federal j
