I agree with the comments of the Chairman and Commissioner Curtiss and join them in approving Option 2.
While I agree with the comments of Commissioner Remick regarding the benefits of a comprehensive regulatory impact survey and the value of the surveys taken to date, I do not believe that the expenditure of the significant resources required to complete a comprehensive survey can be justified at this time. The comments of the Chairman and Commissioner Curtiss have proposed additionsto the staff's recommendation which make Option 2 acceptable in my view.
