SUBJECT:
INSPECTION OF THE COMMONWEALTH EDISON ACCESS AUTHORIZATION PROGRAM
This refers to the inspection conducted by Messrs. J. Belanger and T. Madeda
of this office between June 21 and 25, 1993. Ms. N. Ervin of the NRC's Office
of Nuclear Reactor Regulation accompanied the inspectors during the visit.
The inspection included an evaluation to determine whether the Access-
Authorization Program applicable regulatory requirements identified in the
Braidwood Station Security Plan were adequately implemented.
Although your
Access Authorization Program applies to all Commonwealth Edison nuclear
stations, our specific review included only Braidwood's onrite implementation.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examination of proceduras
and representative records, interviews with personnel, and observations of
activities in progress.
No violations of NRC requirements were identified during the course of this
inspection, and the Access Authorization Program met the regulatory
requirements of 10 CFR 73.56.
Program implementation was considered to be-
good.
Program strengths and weaknesses were noted and are addressed in the
Report Details.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
