STAFF REQUIREMENTS - BRIEFING ON. STATUS..OF' PACIFIC NORTHWEST LABORATORIES '-(PNL) STUDY OF DECOMMISSIONING COSTS, 8:30 A.M.,
- THURSDAY, JUNE 24, 1993, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission
- was briefed by the NRC staff on the status of the PNL study to update the estimates of decommissioning costs.
When'the NUREG is published for comment, the staff should' include a discussion of the variety of assumptions-concerning.the availability and cost of low-level radioactive waste.(LLW) disposal and how the costs vary based on current LLW disposal variables.
The staff should,.in publishing the draft NUREG for comment make it clear that the draft is a first step in
. developing a more general parametric approach to decommissioning costs and should solicit comment on this parametric approach.

As the staff reviews.the PNL reports, they should evaluate..and determine the total decommissioning costs based on returning a site to " green field" conditions-and then determine what portion of those costs are appropriate for the.NRC to require licensees to build up in their decommissioning funds. 'Further consideration'should include whether_.these. funds should include management and storage of spent fuel and whether the period for.
accumulating these funds should be less than forty years.
The
. staff should explore ways to better communicate to the public the total costs for decontamination and decommissioning, and the portion thereof that is required for-radiological cleanup, (i.e.,
that portion for which NRC requires assurance of funding).
