Reference (a) notified the Commission of our intentions to revise the Emergency Action Ixvels (EALs) for the Calvert Cliffs Nuclear Power Plant to rcliect the scheme addressed in Regulatory l

Guide 1.101, Revision 3 (i.e., NUMARC/NESP-007, Methodology for Development of Emergency Action Levels). In keeping with Reference (a) we are submitting the attacl.ed revised Emergency.

7 Action Levels for your review.' The Calvert Cliffs Nuclear Power Plant Emergency Action Levels-Technical Basis document demonstrates that the proposed scheme satisfies Regulatory Guide 1.101'

. Revision 3 criteria. Implementing this scheme will not decrease the effectiveness of the Emergency l

Response Plan. As indicated by the enclosed endorsements, this revised scheme has been reviewed l

with State and local agencies.

We plan to implement the Regulatory Guide 1.101 EAL scheme on January 1, 1994.

Implemension is contingent upon completion of the NRC review and staff training. To facilitate your review, we propose that members of our EAL development team meet with your staff to go over the basis document. This will also allow opportunity to demonstrate how plant Abnormal and.

Emergency Operating Procedures are integrated with the EALs.
