NOTICE OF VIOLATION Commonwealth Edison Company Dockets No. 50-454; 50-455 Byron Nuclear Power Station Licenses No. NPF-37; NPF-66 l

During an NRC inspection conducted between June 28 and July 7,1993, a l

violation of NRC requirements was identified.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement-Actions," 10 CFR-Part 2, Appendix C (1993), the violation is listed below:

License Condition G to Facility Operating Licenses No. NPF-37 and NPF-66 requires that the licensee maintain in effect and fully implement all provisions of the Commission-approved Physical Security Plan, including Amendments made pursuant to the authority of 10 CFR 50.54(p).

Section 15.1 of the Byron Station Physical Security Plan (Revision No.19, dated December 1986) requires, among other issues, that an offsite audit team evaluate the potential impact that security measures may have on plant and ~

personnel safety. This item is required to be reviewed once within every 12 months.

Contrary to this requirement, the annual audit of the security program conducted by the Offsite Quality Verification Department between January 4-8, 1993, did not address the potential impact that security measures may have on plant and personnel safety.

Such an evaluation had not been completed within the previous 12 months.

This is a Severity Level IV violation (Supplement III).

The inspection showed that steps had been taken to correct the identified violation and to prevent recurrence.

Consequently, no reply to the violation is required and we have no further questions regarding this matter.
