Dear Commissioner Keeney:

Northeast Nuclear Energy Company Millstone Nuclear Power Station NPDES Permit CT0003263 Chlorine Impact Analysis Scope of Study Paragraph 9(a) of NPDES Permit CT0003263, Reference 1, requires Northeast Nuclear Energy Company (NNECO) to submit to the Commissioner of the DEP, on or before February 28,1993, a scope of study to: 1) determine the area in which the chlorine can be

' detected, and the duration of detectability, and 2) determine the mixing characteristics of.

chlorine in the condenser cooling water discharge with the receiving water. Northeast Utilities Service Company (NUSCO), on behalf of NNECO, hereby submits, for the review and approval of the Commissioner, the required scope of study.

A Final Report, describing the results of the study, shall be submitted for the review and approval of the Commissioner on or before November 30, 1993, in accordance with Paragraph 9(b) of NPDES Permit CT0003263, Reference 1.
