WATERFORD 3 ANNUAL EXERCISE OCTOBER 26,1993 II.

OBJECTIVES As a result of discussions between Waterford 3 staff, the Nuclear Regulatory Commission -

Region IV (NRC), the Federal Emergency Management Agency - Region VI (FEMA), the Louisiana Radiation Protection Division (LRPD), the Louisiana Office of Emergency Preparedness (LOEP), St. Charles and St. John the Baptist Parishes, the following general objectives and guidelines have been developed for the 1993 Emergency Preparedness Exercise at Waterford 3 Steam Electric Station, which is scheduled to be conducted on October 26 and 27,1993.

A.

FOR THE ENTERGY (LICENSEE) EMERGENCY RESPONSE ORGANIZATION:

1.

Demonstrate proficiency in classifying the emergency conditior.. (B.2, D.1, D.2,1.1, L2) 2.

Demonstrate the ability to mobilize and activate the Technical Support Center (TSC) emergency response personnel.

Objectives relating to the mobilization and activation of the TSC, OSC and EOF.

unannounced and during off-hours were satisfied during NRC Inspection 93-003, conducted March 29 through April 2,1993.

State officials will participate in a table-top demonstration of FEMA Objectives

.#28 and #29. Parish EOC's will not be activated for this demonstration.

Specifics relating to this demonstration will be submitted in conjunction with the completed scenario. Risk Parish will be present at the State EOC for the second day of the exercise.

The shift change for all applicable locations will occur during the plume exposure

pathway phase of the exercise.

4.

State and Parish response organizations will demonstrate FEMA Objective #12 at the Emergency News Center during the first day of the exercise.

5.

Activities associated with FEMA Objective #27 will be demonstrated for the entire State response organization at the State EOC on the second day of the exercise.

6.

FEMA Objective #5, Emergency Worker Exposure Control, was not met for traflic control and bus transportation personnel in St. Charles Parish during the 1991 exercise. FEMA Objective #5 will be redemonstrated for both of these functions to satisfy ARCA 91-3 and 91-5.

7.

FEMA Objective #14, KI for Emergency Workers, was not met during the 1991 exercise as it applied to the St. Charles EOC staff. This objective will be redemonstrated for the EOC staffonly to satisfy ARCA 91-2.

8.

FEMA Objective #17, Traflic and Access Control, was not met by St. Charles Parish in the 1991 exercise. This objective will be redemonstrated as it applies to Sheriffs Department field personnel to satisfy ARCA 91-4.

9.

FEMA Objective #5, Emergency Worker Exposure Control, was not met for St.

Charles Ambulance personnel during the 1991 exercise. FEMA Objective #5 will be redemonstrated for St. Charles Ambulance personnel in this exercise to' satisfy ARCA 91-6.

10.

FEMA Objective #15, Implementation of Protective Actions - Special Populations, was not met by St. Charles Parish in the 1991 exercise. This-objective will be redemonstrated as it applies to actions with the EOC only.

This objective is to be carried out through discussion in the EOC and communications with the School Board staff.

This objective is to be carried out through discussion in the EOC and through communications with outside facilities.

The Emergency News Center will operate for day one of the exeicise only since day two operations are not required by FEMA. Simulated media relations will be conducted at the State EOC on day two of the exercise.

14.

Only two field teams will participate on each shifl.

15.

Only one field monitoring team will demonstrate transfer of sample to sample courier. Courier will take sample to the LRPD Laboratory.

16.

Transfer of samples to the LRPD Laboratory will be demonstrated only in the plume phase. In the ingestion phase, samples will be prepared for laboratory procedures. Laboratory procedures will be demonstrated.

17.

Post emergency sampling will be conducted out of sequence with the exercise.
