" Degraded Core Accident Hydrogen Control Program"
1.0 INTRODUCTION
This quarterly status report is submitted to comply with the Grand Gulf Nuclear Station (GGNS) Unit 1 Operating License.
This requirement specifies that Entergy Operations, Inc. should provide quarterly reports outlining the status of the ongoing research program to address degraded core hydrogen control requirements.
This report covers the second calendar quarter of 1993, ending June 30, 1993.
This report includes brief summaries of submittals made by Entergy Operations this quarter, along with summaries of meetings between the NRC Staff and Entergy Operations.
Entergy Operations is participating in the Hydrogen Control Owner Group (HCOG) which is conducting generic research and analyses to resolve the degraded core hydrogen control issue.
Since the work completed by HCOG parallels Entergy Operations' program to resolve this issue, this report also includes summaries of meetings between the HCOG and the NRC.
The meetings summarized in this report do not reflect a formal HCOG position with respect to any issue, but represent Entergy Operations' interpretation of those nestings.
2.O
SUMMARY
OF ENTERGY OPERATIONS, INC. SUBMITTALS Entergy Operations made no submittals to the NRC on the Degraded Core Accident Hydrogen Control Program during this calendar quarter of 1993.
3.0
SUMMARY
OF HCOG AND NRC MEETINGS On April 27, 1993, members of the Hydrogen Control Owners Group (HCOG) met with NRC Staff to discuss resolution of the HCOG's submittals on hydrogen control.
HCOG representatives provided a brief discussion of hydrogen control activities and current status.
The staff indicated that new reviewers had been assigned to this issue due to recent reorganization and transfer of responsibilities.
The new review team, according to the staff, would review the most recent correspondence and prepare a supplement to the original Safety Evaluation Report G9307131 - 7
Attachm:nt to GNRO-93/00091 Page 3 of 3 (SER), which will, upon receipt, require each of the four BWR-6 Mark III licensees to submit plant-specific final analysis reports within six-months following the HCOG's submittal of the Accepted Topical Report.
4.O HYDROGEN CPNTROL PROGRAM STATUS The summaries and status of the Hydrogen Control Program as stated herein do not reflect the HCOG position with respect to any program, but represent Entergy Operations' interpretation of these programs.
The generic research and generic analyses conducted by HCOG to resolve the degraded core hydrogen control issue are complete.
In accordance with this, the NRC issued a Safety Evaluation Report (SER) on the generic Hydrogen Control Program on August 10, 1990.
The SER documented the NRC's review of the generic Hydrogen Control Program and delineated which issues were considered closed by the NRC and which required additional action by the HCOG and/or the individual utilities.
The Hydrogen Control Owners' Group submitted two documents in response to the NRC's concerns (i.e., EGN-137, dated April 19, 1991 and HGN-138, dated April 30, 1991).
We understand that the staff has since completed its review of these submittals and is in the process of transmitting a supplement to the Generic SER.
5.0 STATUS OF SIGNIFICANT ISSUES Upon issuance of the staff's supplement to the Generic Safety Evaluation Report, and subsequent submittal of the HCOG Accepted Topical Report, Entergy Operations, Inc. will submit plant-specific final analysis reports within six-months.
6.0 PLANNED ACTIVITIES FOR THE SECOND QUARTER 1993 Entergy Operations, Inc. will continue to support current activities conducted by the Hydrogen Control Owners Group in order to achieve full compliance with 10CFR50.44.
