Dear Mr. Schnell:

This refers to the special electrical distribution system functional

inspection (EDSFI) conducted by Mrs. Sonia D. Burgess and others of this

office on June 14 through July 2,1993. The inspection evaluated activities

at Callaway Nuclear Power Plant authorized by NRC Operating License No.

NPF-30. We discussed our inspection findings with Mr. W. Campbell and members

of your staff at the exit interview on July 2,1993.

Areas examined during the inspection are identified in the report. The team

assessed the design, implementation, and engineering technical support

relative to the electrical distribution system (EDS).

The inspection

consisted of a selective review of design calculations, relevant procedures,

representative records, installed equipment, and interviews with engineering

and technical support staff.

The purpose of the inspection was to determine

whether activities authorized by the license were conducted safely and in

accordance with NRC requirements. This inspection was abbreviated due to a

previous EDSFI at a similar Standardized Nuclear Unit Power Plant System

(SNUPPS) plant, and concentrated on features unique to Callaway.

The team concluded that Callaway's electrical distribution system was

designed, operated, and maintained in an effective manner and engineering and

technical support was good. However, the team identified several weaknesses.

Most significant were the lack of an analysis to justify the degraded voltage

bistable reset value, an emergency diesel generator low resistance neutral

grounding scheme that would not provide opti,1um ground fault protection, and a

battery ground detection system that could compromise the advantages of an

ungrounded system.

Several strengths were also identified. Most significant was the engineering

staff's. knowledge and experience levels and the minimal reliance on architect

engineering support.

The EDS and related support equipment materiel condition

was good and your internal Electrical Distribution System Functional

Assessment (EDSFA) was thorough in identifying weaknesses and deficiencies in

the EDS.
