Box 1700 Houston, Texas 77251 SUBJECT: NRC INSPECTION REPORT 50-498/93-06, 50-499/93-06 This refers to the inspection conducted by Mr. M. Runyan and the inspectors identified in the enclosed report on June 7-11, 1993. The inspection included a review of activities authorized for your South Texas Project, Units 1.and 2, facility. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed report. This inspection examined the implementation of the program you developed to meet your comitments to Generic Letter 89-10, " Safety-Related Motor-Operated Valve Testing and Surveillance." The inspection consisted of interviews with personnel and selective examination of records and procedures. We considered the implementation of your motor-operated valve program to be generally in accordance with your comitments to Generic Letter 89-10. As a result of this inspection, we are concerned with the number of deficiencies and errors in methodology identified by our inspectors during the review of valve data. These deficiencies and errors could have resulted in an incorrect assessment of motor-operated valve operability. We would emphasize the importance of your review of the remaining portions of the valve data as discussed in the enclosed appendix. For clarification, inspection followup items have been established for site- specific issues and will be separately tracked for closure. Generic issues identified in the enclosed report will be inspected as a part of Generic Letter 89-10, Phase 2 inspection closeout. In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
