SUBJECT: NRC INSPECTION REPORT NO.-.50-382/93-19 (NOTICE OF VIOLATION)'

,This refers to the inspection conducted by Mr. E. J. Ford of this office, and
the' inspectors identified in' the enclosed report, during the' period May 16
- through June 26, 1993.
The inspection included a review of activities
r
authorized for your Waterford Steam Electric Station, Unit 3, facility. At
- the conclusion of the inspection, the findings were discussed with those
- members of your staff-identified in the enclosed report.
>
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of' procedures
and representative _ records, interviews with personnel, and observations of
- activities 'in pr' ogress.
Based on the results of this' inspection, certain licensed activities appeared
'
to 'be in violation of MRC requirements, as .specified in the enclosed Notice of
' Violation (Notice). The violation is of concern because a plant status .
'
control requirement was not adequately implemented for a required locked open
valve.
In chis instan'ce, positive position' control of an isolation valve in
"
. the Train B _ emergency diesel generator redundant starting air system was not
. maintained.
,
You are required to respond to this letter and should follow.the instructions.
'
specified in the enclosed Notice when preparing your. response.
In your
,
response, you should document the specific' actions taken and any additional
actions you plan to prevent recurrence. After reviewing your_ response to this
Notice,'. including your proposed corrective actions and the results of future
inspections, the NRC will determine whether further NRC enforcement is
necessary to ensure compliance with NRC regulator." requirements.
