The NRC Systematic Assessment of Licensee Performance (SALP) has been

completed for your North' Anna facility. The facility was evaluated for the

period November 3, 1991, through April 3, 1993. The. results of the evaluation

' are documented-in the enclosed Initial SALP Report. This report will be

di.; cussed at a public meeting to be held at the North Anna facility on July 1,

1993, at 2:30 p.m.

.The performance of your North Anna facility was evaluated in the functional

areas of Plant Operations, Radiological Controls, Maintenance / Surveillance,

Emergency Preparedness, Security, Engineering / Technical Support and Safety

' Assessment / Quality Verification.

The assessment indicates that North Anna's performance has contir.ued to

improve. The assessment noted superior performance in the functional areas of

Plant Operations, Radiological Controls, Maintenance / Surveillance, Emergency

)

Preparedness,' Security, and Safety Assessment / Quality Verification. Good and

improving performance was noted in the area of Engineering / Technical Support.

This level of- performance can only.be achieved by cooperation between the

various' groups of plant and corporate * personnel, and active management

involvement at all levels in support of plant operation. This level of

.

I

performance indicates that management has established and achieved high

'

standards in all areas.

The' performance of corporate and plant personnel in accomplishing the Unit 1

D

outage which involved replacing the' steam ge'erators and repairing the service

water piping was especially noteworthy.

'

- Any' comments you have concerning our evaluation of the performance of your-

North Anna' facility should be submitted to this office within 30 days

following the date of our meeting. Your comaents will be considered in the

development of the Final SALP Report and will be issued, along with a summary

of our meeting, as an appendix to the Final SALP Report. -
