INACCURACY OF MOTOR-OPERATED VALVE DIAGNOSTIC EQUIPMENT (GENERIC LETTER 89-10, SUPPLEMENT 5)

To Whom It May Concern:

In Reference (b), the Nuclear Regulatory Commission requested that certain actions regarding the use of diagnostic equipment for motor-operated valves be taken by holders of operating licenses. The Yankee Nuclear Power Station (YNPS) is no longer a holder of an operating license. YNPS was permanently shutdown and defueled in February 1992 and received a Possession Only License on August 5,1992. In YNPS' current status, the only accident with potential significant radiological consequences is the fuel handling accident. The only systems and components which remain safety-classified are Spent Fuel Pit cooling and portions of the component cooling and service water systems (Safety Class 3). While these systems contain motor-operated valves, the operation of these valves is not credited in mitigating the consequences of the fuel handling accident.

The valves are classified as Safety Class 3 for pressure boundary reasons only, and a:;

such are no longer subject to diagnostic evaluation. No further actions in response to Generic Letter 89-10 are necessary for YNPS.

I trust that this letter satisfies the reporting requirements of Generic Letter 89-10, Supplement 5.
