To Whom It May Concern:
In Reference (b), the Nuclear Regulatory Commission requested that certain actions regarding the Rod Control System be taken by holders of operating licenses for Westinghouse-designed nuclear power reactors. The Yankee Nuclear Power Station (YNPS) is a Westinghouse-designed reactor. However, YNPS was permanently shutdown and defueled in February 1992 and received a Possession Only License on August 5,1992. The Possession Only License prohibits power operations and transfer of fuel from the Spent Fuel Pit into the Vapor Container. Therefore, Generic Letter 93-04 is not applicable to YNPS.
