It is our understanding that your office has an open investigation into the ec.nduct of Nuclear Energy Services (NES).

Has NES ever provided services to the Pilgrim Nuclear Power Station in Plymouth, MA? If so, we feel that those areas should be reinspected, based on the Inspector General's findings with regard to the allegations of Arnold Gunnersen.

Please also provide us with a list of open allegations pending in your office which are Pilgrim specific.

We remind you that in 1989 our organization provided evidence to your staff in support of our allegations on important management, technical, fire protection and staffing issues. In the interest of the public safety, these issues deserve a' timely resolution.

l We are pleased and proud to congratulate you on your inauguration as President of the United States. We want you to know that you and Al Gore will have our firm support for the fulfilment of the programs on energy and the environment that you outlined l during the Presidential campaign.

We will do all that we can to help. We urge you to:

O stimulate the economy by adopting a " green investment" package that includes strong support for energy efficiency, renewable energy, and transportation alternatives; ,

O adopt plans to improve the energy efficiency of the economy by 30 percent by 2010; O reduce energy use in transportation through a steady increase in automobile fuel efficiency, support for domestic manufacturers through incentives to retool their plants and equipment, and "feebates" to create a market for better cars; O reduce carbon dioxide emissions by 25 percent by the year 2005; O continue the dialog on environment and development begun at the Earth Summit and adopt laws and policies to fulfill the agreements made there.

We understand that there will be pressure brought to bear on you and on the Congress to oppose these programs because they offend some powerful special interests.

But the issues of energy policy are absolutely critical to the preservation of the global environment and for the progress of our economy. We therefore pledge to you that you can call upon us as Sponsors and supporters of the Union of Concerned Scientists to ensure that your programs are enacted.

Implement and enforce adequate safety standards at existing nuclear power plants, mandate resolution of outstanding safety problems, increase emphasis on public health and safety and public participation in safety and licensing procedures, reaffirm state authority to approve emergency evacuation plans, and appoint new commissioners to the U.S. Nuclear Regulatory Commission.
