REVIEW 0F SECURITY PLAN CHANGES PURSUANT T0 10 CFR 50.54(p) -

INDIAN POINT NUCLEAR GENERATING UNIT NO. 3 By letter dated March 11, 1993, the Power Authority of the State of New York (PASNY) submitted proposed Revision 13 to the Indian Point 3 security plan.

This proposed revision would incorporate a shared administrative security boundary between Indian Point Nuclear Generating Units No. I and No. 2 (owned 1

and operated by Consolidated Edison) and Unit No. 3.

The issues contained in I

l the proposed revision were considered to be policy issues, thus the proposed i

revision was referred to the NRC for review. During a telephone conversation

on May 5, 1993, your staff was requested to submit Figure II-C of the proposed Security Plan.

This figure, which was subsequently submitted by letter dated i

June 21, 1993, shows the administrative separation between the three units.

1 Based upon our review, we have determined that the changes proposed in j

Revision 13 to the security plan are consistent with the provisions of 10 CFR l

50.54(p) since the changes do not decrease the safeguards effectiveness of the j

security plan. Therefore, the proposed changes are appropriate for

incorporation into the Indian Point 3 security plan.
