COMMISSION PAPERS CONCERNING THE PREAPPLICATION REVIEWS OF THE ADVANCED REACTOR AND CANDU 3 DESIGNS Enclosed are the following final papers which have recently been submitted to the Commission on the subject preapplication reviews:
(1) SECY-93-092,
" Issues Pertaining to the Advanced Reactor (PRISM, MHTGR, and PIUS) and CANDU 3 Designs ar.d Their Relationship to Current Regulatory Requirements,"
and (2) SECY-93-104, " Program Analysis and Recommendations Concerning the Nuclear Regulatory Commission (NRC) Reviews of the Advanced Reactor (PRISM, MHTGR, and PIUS) and CANDU 3 Designs."
The first paper provides the staff's final recommendations to the Commission on the 10 key policy issues related to the preapplication reviews.
You received a draft copy of this paper in our letter of December 16, 1993, which requested comments on the draft paper. The comments we received including those from the Advisory Committee on Reactor Safeguards are discussed in Enclosures 4 and 5 of the enclosed paper.
The second enclosed paper is the reassessment of the priorities and schedules for the preapplication reviews of these reactor designs in light of staff reductions directed by the Clinton administration. This reassessment and the Commission's decision will affect the plans and schedules given in the paper, SECY-92-393, " Updated Plans and Schedules for the Preapplication Reviews of the Advanced Reactor (MHTGR, PRISM, and PIUS) and CANDU 3 Designs," which was also enclosed in our letter of December 16, 1992.
