I concur with Commissioner Remick.
I understand that staff is reexamining the schedule to accelerate the process so that the additional scoping meetings can be conducted and the final package sent to the Commicsion by 4/94 or 5/94.
Part of this acceleration may involve concurrent review of the draft package in the spring of 1994.
Due to the very complex issues involved in this rulemaking process and the keen interest of the Commission on the outcome, I would recommend that staff send the regulatory analysis, GEIS and criteria to the Commission for negative consent review prior to the concurrent review with EPA, Agreement States, and other groups.
