Dear Mr. Reynolds:
This is in response to your letter of June 4,
- 1993,

requesting proprietary treatment of bracketed portions of your client's, Northeast Utilities (NU), Report and accompanying attachments, pursuant to 10 CFR S 2.790.
As I stated in my April 28, 1993, letter, a copy of the redacted version, minus the appendix of the attachments would bo placed in the NRC Public Document Room (PDR) should enforcement action be taken.
On May 4, 1993, the NRC issued a Notice of Violation and a Demand for Information and, therefore, the redacted version of the i
Report, which has been placed in the PDR, cannot be returned.
As regards the unredacted portions of the Report and attachments, per my April 28, 1993, letter, we do not intend to place them in the PDR at this time.
If the basis for withholding this information from public disclosure should change in the future such that the information could then be made available for public release, you should promptly notify the NRC.
You should also understand that the NRC may have cause to review this determination in the future, for example, if the scope of a Freedom of Information Act request includes your information.
In all review situation, if the NRC makes a determination adverse to the above, you will be notified i
