1 PROPOSED' MINOR RULE TO AMEND 10 CFR 50.54:-
The purpose of this' memorandum is to return the proposejminor rule to amend 10 l
CFR 50.54 forwarded by the Office of Nuclear Reactor Regulation (NRR) to allow receipt by a reactor licensee of low-level radioactive waste (LLW) produced by that reactor following off-site processing of that waste. The NRR package is provided in the enclosure.
Based on a review of NRR's proposal, the package should be revised for the following reasons.
First, the storage of LLW is more than a minor policy issue given the amount of attention the Comission is giving to any proposal that could be seen as permitting more storage of LLW rather than disposal. Therefore, the paper should be revised to be a Comission paper presenting options for Commission consideration, discussing the pros and cons of each option, and providing a staff recommendation and justification for that recomendation.
Second, the Federal Reaister sumary should be revised as marked in the l
enclosure.
