CHANGES TO THE SOUTH TEXAS PHYSICAL SECURITY PLAN, REVISIONS 19 AND 20 This acknowledges the receipt of your letter dated May 27, 1992, by which you transmitted Revision 19, and your letter dated May 14, 1993, by which you transmitted Revision 20 to the South Texas Project Physical Security Plan for your facility.
Review of Revision 19 had been held in abeyance based upon previous discussions with members of your security and licensing staff because of changes that were unacceptable in accordance with 10 CFR 50.54(p). Those same changes identified as unacceptable were also in Revision 18. This situation was caused by the submittal of Revision 19 before the review of Revision 18 was completed.
Revision 20 was submitted to correct the problem and was reviewed against Revisions 17,18, and 19 of your NRC-approved Physical Security Plan.
We find the changes in the subject letters and the attachments thereto to be consistent with the provisions of 10 CFR 50.54(p) with the below noted exceptions.
These exceptions were discussed with your Director of Security, Mr. R. Balcom on June 23, 1993. Mr. Balcom agreed that the below changes would not be implemented, and they would be removed from the plan by Revision 21, which will be submitted to the NRC in the near future.
The following paragraphs need to be removed from the Physical Security Plan:
Paragraphs 5.1.6, 5.1.6.1, 5.1.6.4, and 5.1.6,5:
Requirements are in Access Authorization Program area and need not be included in the plan.
Paragraphs 5.1.6.2 and 5.1.6.3 do not meet the regulatory requirements in Regulatory Guide 5.66 and must not be implemented.
The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
