- NUMARC PRESENTATION OF THE NEW DRAFT

" GUIDELINE FOR LICENSING DIGITAL I&C UPGPADES" On April 15, 1993, a meeting was held at NRC Headquarters in Rockville Maryland, to discuss the draft NUMARC report entitled " Guideline for Licensing Digital I&C Upgrades." Meeting participants included representatives of NUMARC, various utilities and consultants, and employees of the NRC's Office r

of Nuclear Reactor Regulation (NRR). A list of attendees is enclosed.

NUMARC stated that the reason for the meeting was to ensure that the NRC understood the intent of the document and to get the NRC staff's initial reaction to it.

Responding to NRC inquiries as to why no thresholds were placed in the document, NUMARC said that case studies will be added to the final document to aid licensees in defining thresholds.

The NRC questioned whether it is credible to assume that any analog to digital (A-D) replacement would not be an unreviewed safety question (USQ). NUMARC's position is that the licensees' must decide this question on their own. This document should be used as a guide in making the determination, but will not be a cookbook for every case.

l The NRC and NUMARC discussed the possibility of the NRC Generic Letter on A-D replacements under 50.59 endorsing the subject document, but nothing formal was decided. Both organizations agreed it would be best to process these documents on separate paths and revisit the issue when both documents are complete. NUMARC also suggested the NRC produce Information Notices on completed A-D conversions in order to help the utilities.

NRC responded that several ins have been issued on the subject.

l A NUMARC representative invited NRC participation in an EPRI EMI meeting to be held on May 11, 1993.

They indicated that an NRC representative would be most welcome to provide feedback on the EPRI testing results.

NUMARC reiterated that the deadline for comments on the draft guideline are due by June 4, 1993, and they agreed to apprise the NRC on industry comments.
