Itequested Change to University of Missouri Itesearch Ileactor Facility License No. It 103. Iteply to NitC June 30,1993, request for additional information.

On April 30,1993, the University of Missouri Itesearch lleactor (MUltIt) submitted a request for approval of an amendment to the facility license to allow a temporary increase of the U-235 possession limit to 60 kg. The reason stated was that our spent fuel shipping dates to the Savannah Itiver Plant (SitP) were uncertain, and receipt of new fuel could be affected.

We are scheduled to receive four new fuel elements in the period August 212,1993. These could be received as early as August 6. If we have not shipped any spent fuel by then, we can accept only two new elements. We have already canceled one shipment of four new elements this year for another reason (new alarm installation). Curtailment of new fuel receipts in August will begin to cause operational problems. The principal problem is making up cores of eight elements that will run at 10 MW for about 6.5 days. A core is usually a mix of more-burned up elements and less-burned-up elements. To complete licensed maximum burn up on elements, some very low burn up, or new, elements must he available.

The enclosed letter from SIIP con 6rms that spent fuel shipping might not occur before August 6.

Therefore, we urge early approval of our amendment so that our new fuel '

receipt schedule will not be interrupted. .

MISSOURIRESEARCH REACTOR FUEL This letter confirms that the Savannah River Site cannot guarantee receipt of Missouri Research Reactor Fuel by August 6,1993. The BMI-1 cask is still at the Savannah River Operations Office and will not be departing to the University of Virginia until July 9,1993, at the earliest.

This schedule is slipping daily due to minor problems during the routine msintenance repairs at the facility. I will keep you informed of the status.
