Dear Mr. Wingo:

As you know, the NRC and FEMA Headquarters and Regional staffs have been consulting since July 2, 1993, concerning the potential impact of midwestern floods upon offsite emergency preparedness for the Quad Cities and Callaway nuclear power reactors.

We understand from your staff that flooding of main evacuation routes and alternate routes has temporarily affected the ability of State and local authorities to implement offsite emergency plans for Quad Cities 1 and 2.

Although both units are currently shutdown, Unit 2 was scheduled to restart on July 8.

NRC's Regional Administrator (Region III) has discussed the situation with licensee officials who have volunteered to delay restart of Quad Cities nuclear plant until conditions have stabilized and adequate evacuation routes are available to support offsite emergency plans.

Regarding the Callaway nuclear power plant, we understand that there is considerable flooding in the area and several towns have been evacuated.

However, we expect the Callaway nuclear plant, which is unaffected, to continue operating at full power.

I have instructed my staff to actively coordinate and consult with the FEMA Headquarters staff during this critical period.
