Dear Governor Sullivan:

It was a great pleasure to meet with you and your staff last month.

I appreciated your hospitality and thought that we had a candid and useful exchange of views regarding the status of the Nuclear Regulatory Commission's Uranium Recovery Field' Office (URFO) in Denver, Colorado.

As I noted during our meeting, the Commission has reached a decision to close URFO by the end of FY 1994.

The NRC staff has prepared a detailed closure plan addressing these and other URFO-related issues for Commission consideration.

I expect the Commission to act on the plan by the end of this month.

We recognize and are sensitive to the substantive concerns of the State of Wyoming, other Western states, and the mining industry, particularly with respect to the need to ensure continued constructive and effective communication and interaction with the NRC.

As we evaluate the staff's closure plan, the Commission will consider your views as well as those of other interested individuals and organizations in determining how best to effectuate the UR1'O closure.

The plan includes an NRC Transition Oversight Team to ensure as smooth a transition as possible.

Interaction with this group will allow both industry and the State of Wyoming an avenue for continued input as the final plan is implemented.

We look forward to your participation in this effort.

Our decision to close URFO is primarily driven by projected resource limitations.

However,

.I want to assure you that NRC's interest in the areas covered by the URFO Office will not be diminished by the closing.
