Dear Governor Sullivan:

It was a great pleasure to meet with you and your staff last month.

I appreciated your hospitality and thought that we had a candid and useful exchange of views regarding the status of the Nuclear Regulatory Commission's Uranium Recovery Field Office (URFO) in Denver, Colorado.

As I noted during our meeting, the Commission has reached a decision to close URFO by the end of FY 1994.

The NRC staff has prepared a detailed closure plan addressing these and other URFO-related issues for Commission consideration.

I expect the Commission to act on the plan by the end of this month.

We recognize and are sensitive to the substantive concerns of the State of Wyoming, other Western states, and the mining industry, particularly with respect to the need to ensure continued constructive and effective communication and interaction with the NRC.

As we evaluate the ntaff's c30sure plan, the Commission will consider your views as well as those of other interested individuals and organizations in determining how best to effectuate the URFO closure.

The plan includes an NRC Transition' Oversight Team to ensure as smooth a transition as possible.

Interaction with this group will allow both industry and the State of Wyoming an avenue for continued input as the final plan is implemented.

We look forward to your participation in this effort.

Our decision to close URFO is primarily driven by projected resource limitations.

However, I want to assure you that NRC's interest in the areas covered by the URFO Office will not be diminished by the closing.

It is true that the 1

Comission's budg plan assumes the office will be closed.

As part of our budget evelopment process and in particular our review to accomodate the staffin reductions imposed by the President's Executive Order, we made a number difficult choices to attain efficiencies and reduce i

costs.

In the case of URF we believe at least four staffing positions can be saved by reassigning thes functions to existing organizations in Region IV's Texas office and h dquarters. These ongoing savings of almost

$500,000 reduce the NRC and Fedeql budget and get passed on to NRC licensees in the form of lower fees. We are the mining industry and will take \\nonetheless sensitive to the concerns of s cial measures to ensure constructive communication and interaction continu The Nuclear Regulatory Commission will co inue to be responsive to the needs of the uranium recovery licensees and to the greement and non-Agreement States that are involved in the uranium recove program.
