This letter transmits the report of the U.S. Nuclear Regulatory Comission

(NRC) Operational Readiness Assessment Team (ORAT) inspection, conducted from

January 4 through January 22, 1993, of activities authorized by NRC

Construction Permit CPPR-127 for the Comanche Peak Steam Electric Station,

Unit 2.

The ORAT was led by the Special. Inspection Branch of the Office of

Nuclear Reactor Regulation (NRP.) and consisted of staff from NRR, ACRS,

Regions I, II, and III and two representatives of the Nuclear Installations

Inspectorate of the United Kingdom.

The ORAT performed an independent, in-depth as'sessment of the readiness of

management controls, programs, and personnel to support safe startup and

operation of the Unit 2 facility and subsequent dual-unit operations in the

functional areas of facility management, operations, maintenance, surveillance

and testing, engineering and technical support, and safety assessment and

quality verification. The team's findings were discussed with you and other

members of your staff at the conclusion of the inspection on January 22, 1993.

The team concluded that your staff had demonstrated the ability to control

activities and safely operate Comanche Peak Steam Electric Station Unit 2 in a

dual-unit mode in accordance with NRC requirements. The ORAT's findings,

strengths and weaknesses in the six functional areas reviewed are discussed in

the enclosed report.

With regard to the areas of weakness, the ORAT identified three areas which TU

management indicated would receive the necessary attention before fuel load.

These areas are 1) failure to establish positive control over system

configuration, 2) procedural inadequacies and failure to adhere to procedures,

and 3) failure to implement corrective actions. A letter sumarizing these

areas of weakness was sent to you on January 29, 1993. RIV verified that

appropriate corrective action was taken prior to fuel load.

No response to this letter is required. The NRC Region IV office will issue

any enforcement action that may result from this inspection.
