SUBJECT:

RESPONSE TO NRC BULLETIN 92-01, SUPPLEMENT 1, " FAILURE OF THERM 0-LAG 330 FIRE BARRIER SYSTEM" (TAC NO. 83947)

By letter dated June 3, 1993, Entergy Operations, Inc. (E01), provided a response to NRC Bulletin 92-01 for the Waterford Steam Electric Station, Unit No. 3.

The E01 response stated that compensatory me3sures have been implemented consistent with the plant Technical Specifications or the operating license.

You also provided a description of the long-term corrective action to ensure or restore operability.

Thermo-Lag in electrical penetration #107 has been replaced by an alternate fire barrier system (HEMYC System). The free-standing Thermo-Lag wall mentioned in the earlier E0I response is being replaced with an alternate fire barrier material (Promat fireproofing board); this is scheduled for July 1993.

The Thermo-Lag on the air-handling unit is being replaced with Promat on the side panels and HEMYC on the bottom; this is also scheduled for July 1993.

The remaining Thermo-Lag consists of applications on seven dampers for which there are no ampacity concerns.

E0I has committed to complete a site-specific evaluation of the remaining Thermo-Lag applications and submit plans and a schedule for corrective action within 30 days of the completion of the NUMARC industry program.

Hourly fire watches continue as compensatory actions where Thermo-Lag fire barriers are installed.

We have reviewed your response and find it acceptable.

Please inform us when all corrective actions have been completed.

Further NRC review, if any, will be performed by inspection or audit.
