Docket No. 50-155 Mr. Patrick M. Donnelly, Plant Manager Big Rock Point Plant Consumers Power Company 10269 U.S. 31 North Charlevoix, Michigan 49720

Dear Mr. Donnelly:

SUBJECT:

BIG ROCK POINT PLANT - MODIFICATION OF PREVIOUS COMMITMENT TO REPLACE FEEDWATER CHECK VALVE RESILIENT SEAT EVERY OTHER REFUELING i

OUTAGE (TAC NO. 83072) l In your letter dated March 23, 1992, you proposed to change a previous commitment to replace the feedwater check valve resilient seat every other refueling outage. You now propose that the seat replacement be governed by the performance and trending of the in-service leak rate testing of this valve.

In 1983, you committed to replace the seat every refueling outage.

In 1984, the vulcanized seat was replaced with a molded seat design, and in 1988, your commitment was modified to seat replacement every other refueling outage.

Local leak test data has shown little " no degradation of the molded seat during an operating cycle.

Therefore, we conclude that seat replacement for the feedwater check valve that is governed by the performance and trending of in-service leak rake testing is acceptable.

i Sincerely, Original signed by Leonard N. Olshan, Project Manager Project Directorate 111-1 Division of Reactor Projects - III/IV/V Office of Nuclear Reactor Regulation cc:
