. -L Chairran's comments on SECY-93-166:
I commend the staff for a very sensible approach to the issue of power plant protection against vehicles and vehicular bombs.
This issue is full of traps and I recognize there still remain some open questions with regard to the 5 - 10% of plants which do not readily meet option 5.
Nevertheless, I approve the staff's recommendation for implementing option 5 with expedited rulemaking providing the proposed rule can be published relatively quickly.
I also urge the staff to work, in parallel with the rulemaking, on the development of criteria for option 5 in parallel with the rulemaking such that all plants can benefit quickly from this enhanced protection.
The criteria must outline the rationale for their judgments, on a case by case basis, for defining reasonable protection versus reasonable cost.
