AR LING ton. T E r aS 76011-8064 JUL - 1 1993 MEMORANDUM FOR:

Sheldon A. Schwartz, Deputy Director Of fice of State Programs THRU:

James L. Milho n, Regional Administrator Region IV FROM:

Robert J. Do.ia, State Agreements Officer Region IV

SUBJECT:

SPECIAL ASSIGNMENT REGARDING COMPILATION OF AGREEMENT STATE INFORMATION Pursuant to our conference telephone call of June 29, 1993, Region IV will undertake the tasks you described concerning the compilation of Agreement State information regarding questions from Congressman Mike Synar.

We understand this effort should take 2-3 weeks and should have priority over all other routine State Agreements activities.

However, it must be recognized that this effort may affect state program reviews and other agreement activities.

As you are aware, State Programs has been expending significant staff resources since the 4th quarter of 1992, for the gathering of information and the reproduction of old files. some dating from as distant as 13 years ago.

These efforts have impacted routine program reviews and other significant Agreement State issues in Region IV.

For example, areas impacted include:

(1) followup on comments and reco.nmendations resulting from routine program reviews, (2) review and followup of draft state regulations, (3) visits to states experiencing significant program impacts, (4) followup of state technical assistance needs, and (5) preparation for training courses for Agreement State personnel.

At the present time in Region IV, the following states all have needs for additional attention in the form of visits or followup of specific problems:

Texas. Kansas, Nebraska, North Dakota and Utah.

It appears that some of the above areas may not be fully addressed due to the special assignments for compiling information from Agreement State files.
